It appears that the complaints finally worked. I am no longer listed on the editorial board of the South Asian Journal of Mathematics. Neither is Professor Razborov.
Now the story about how I found out I was on the ‘editorial board’. A serious mathematician emailed the entire ‘editorial board’ that his recent work has been blatantly plagiarized in an article published in the South Asian Journal of Mathematics. The offending paper has been subsequently removed from the issue and the pages of the papers following it shifted up to fill the gap.
